CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (5) BEDROOMS FOR COMMUNITY GUEST HOUSE IN ODIMODI COMMUNITY

Initiative for Community Development (ICD), mentoring NGO of Iduwini Delta Cluster Development Board under the SPDC GMoU Social Investment program conducted Sustainable Livelihood Assessment (SLA) exercise in Odimodi Community in December 2017 and CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (5) ROOMS FOR COMMUNITY GUEST came out as one of the most critical need of the community during Community Development Plan and needs assessment exercise for Odimodi Community.

ODIMODI is an Ijaw Riverine community located in Burutu Local Government Area DELTA state, Nigeria. ODIMODI community is about 30 minutes and 2 hours by water (speed boat) to Burutu (Headquarters of Burutu LGA) and Warri (the nearest biggest city) respectively.  The community which is an island due to its accessibility by water only, is about two square kilometres (habitable area). It also has about twelve square kilometres of forest reverse. ODIMODI like other communities located in the swampy mangrove rain forest zone of the Niger Delta, has two major seasons yearly. 

STATEMENT OF NEED

This five–year CD Plan is the result of the participatory planning put together as a result of the information gathered during the conduct of the SLA in 2017 by ICD; the mentoring NGO. The findings of this self-assessment of local livelihoods situations and challenges with a view to identifying appropriate activities to stimulate local development revealed that one of the identified needs is CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (5) ROOMS FOR COMMUNITY GUEST in Odimodi community. When the project is completed and commissioned for use by the people, it will provide a befitting safe and conducive environment for social interactions & cultural activities / festivals and also serve as a meeting centre for all groups in the community. It will add to social infrastructural development strides of Odimodi community and provide a conducive guest rooms to community guests.

PROJECT GOAL

1.  CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (4) ROOMS FOR COMMUNITY GUEST in Odimodi community

4.2  OBJECTIVES

·         To provide a befitting, safe and conducive avenue for social interactions & cultural activities / festivals

·         To serve as office space to various groups’ EXCOs (CT, CDC, Youth and Women) in the community.

·         To add to social infrastructural and development strides of Odimodi community.

·         To earn extra money for the CT EXCO when hired by individuals for ceremonies

·         To provide a decent and conducive guest rooms to community guests.

5.3 RELATIONSHIP TO NATIONAL / INTERNATIONALLY ACCEPTED DEVELOPMENT GOALS

        The Provision of safe and hygienic Project in Odimodi community will address UN 2030 Agenda: 1, 5, 8, 9, 11

          and 16 (SDGs) and 7 of the United Nations Niger Delta Human Development Report (NDHDR) which are:

(i)            End poverty in all its forms everywhere

(ii)                Achieve gender equality and empower all women and girls

(iii)               Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

(iv)         Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation

(v)          Make cities and human settlements inclusive, safe, resilient and sustainable

(vi)         Peace, justice and strong institutions

           MONITORING PLAN

     Monitoring of the project will be done at the implementation stage; this will be done to ensure that quality job is delivered

     using qualified personnel, quality materials and right mix of materials within the agreed time frame.

     The monitoring exercise will be carry out by the: QA/QC Engineer on site, Technical committee, CT’s Project Implementation

     Committee, SPDC Engineers and the mentoring NGO’s (ICD) Engineer at various intervals especially at the completion of

     each milestone by the contractor.

     What will be monitor are the various item contained in the milestones concerned and the specifications stated in the BoQ/BEME of the project.
